I sit in the top of the wood, my eyes closed.

The poem opens with the hawk perched high in a tree, resting with its eyes closed. From this high position, the hawk surveys the world below and feels that everything — the air, the sun, and the earth — exists for its own benefit. It takes great pride in its physical strength, its sharp claws, hooked beak, and powerful wings, which make it a perfect hunter.
The hawk believes it has complete mastery over creation. It claims the right to kill whenever it pleases, without guilt or justification. Its tone is proud, cold, and confident, reflecting its belief that violence and domination are natural.
Towards the end of the poem, the hawk says that nothing has changed since creation — it remains the same powerful ruler, and it intends to keep the world unchanged under its control.
